Board Member Profile: Raymond Brown

Meet Raymond Brown, our newest member of the Board of Directors at Bright Minds! His dedication to supporting HCPSS students and staff continues to make a significant impact in our community. With his extensive experience and passion for education, Raymond is poised to help elevate our Foundation and expand our reach. We’re excited to have him on board!

Raymond H. Brown is the retired Deputy Superintendent for Finance and Operations for Howard County Public Schools System (HCPSS). A seasoned financial executive, Brown has 25 years of executive financial and administrative management experience with four Maryland K-12 institutions and 17 years of executive financial and facilities management experience with higher education institutions in Maryland and Pennsylvania.

As Assistant State Superintendent for Finance and Administration for the Maryland State Department of Education, Brown played an instrumental role in recommending changes to state funding formulas to increase funding for Maryland public schools, serving on the Thornton Commission. The commission’s work resulted in the passage of state legislation that significantly increased state funding for Maryland’s public schools.
 
Brown served 11 years as the Deputy Superintendent for Finance and Operations for HCPSS, where one of his most rewarding experiences was working with the Planning Committee, the community, school staff, and central office staff regarding the renovation of Mt. Hebron High School.
 
Brown has served 13 years on the Maryland School for the Blind Board of Directors and is currently the First Vice-Chairman and Co-Chair of the Audit Committee. His knowledge of the Maryland School Funding structure was helpful to the school staff and board in advocating successfully for more state funding for the school.
 
As a Bright Minds board member, he looks forward to bringing his extensive knowledge and experience in finance and operational management to help the organization in its mission of enhancing the educational experiences of all Howard County public school students.
